Dr. Hung-Lieh Liang is the lead Partner for the PwC Legal Taiwan’s financial service legal and regulatory advisory services.

Hung-Lieh has over two decades of experience in advising the financial service industry.  He gains in-depth knowledge in the financial institution’s (the “FI’s”) operations through advising on various advisory projects for domestic and global FIs. He has testified in front of Taiwan’s Legislative Yuan and Executive Yuan as a subject matter expert with respect to numerous consultation proceedings on FinTech, Regulatory Sandbox, and other cutting-edge financial services offerings, such as blockchain-based cross-border payment systems and securities token offerings. Hung-Lieh has also given numerous lectures on financial crime and other regulatory compliance matters in the Greater China region and supported various market development initiatives for the industry’s self-regulatory organizations which include Taiwan’s Bankers Association, National Futures Association, and Securities Investment Trust & Consulting Association.

Hung-Lieh holds LL.B. in the School of Law of Soochow University, Taiwan, and a Ph.D. in Banking Law from the University of London. He is admitted to Taiwan bar.
